Is HACSA a government agency? Are there special rules
I have to follow?
HACSA is a Public Housing Authority organized under Oregon state law
(ORS Chapter 456).
It is a public corporation, exempt from income taxation under Internal
Revenue code Section 501 (c) (1) (A). Work
contracted out by HACSA often involves Federal or
State funds. As a consequence, HACSA must follow a variety of rules and
regulations including procurement procedures, wage reporting, etc.
These rules are outlined in HACSA bid packages and manuals for each
contracted project. Further information can be obtained from the
Contract Administrator for the project.
What kind of insurance coverage do I need to contract
with HACSA?
Contractors performing work on HACSA sites are required to have
their insurance companies provide a Certificate of Insurance for specific coverages. The Certificate(s) must be
submitted prior to authorization of a contract or purchase order. Such certificates can be submitted to the Agency in
anticipation of future work.
General Liability: $500,000 -
$1,000,000 combined single limit
or greater, with HACSA listed as named insured with
attached endorsement sheet.
Auto Liability: $500,000 combined single limit or
greater, for any vehicle traveling to the work site.
Worker’s Compensation: As required by the State of Oregon.
How do I get on HACSA's bid list?
A
formal pre-qualified bidder’s list is not maintained by HACSA.
Advertisements are often placed in the Register Guard, and larger
construction projects are filed with the Eugene
Builders Exchange.
What projects are currently available for
bidding?
You are welcome to phone HACSA at (541) 682-4090 periodically to see if
any projects are going to be available for bid. The receptionist can
direct you to the appropriate person for the type of project you seek.
