Public Housing

What is Public Housing?
Public housing is federally-funded subsidized rental housing for low-income families, the elderly, and persons with disabilities. The U.S. Department of Housing and Urban Development (HUD) distributes federal subsidies to HACSA, which owns and manages the housing for low-income residents at affordable rents. 

Public housing in Lane County comes in all sizes and types, from single-family houses to high-rise apartments for elderly families. 

Who qualifies for Public Housing?
HACSA assists families, elderly persons, people with disabilities, and single persons. (Couples or individuals who are pregnant may apply for two-bedroom units.) 

Public housing is limited to low-income families and individuals. HACSA determines eligibility based on: 1) annual gross income; 2) whether the applicant qualifies as elderly, a person with a disability, or as a family; and 3) U.S. citizenship or eligible immigration status. 

What are the income limits?
There are two income limits that are applied to different public housing developments. For some developments, annual incomes cannot exceed the low-income limits established by HUD for Lane County.

For other developments, very low-income limits are used to determine eligibility.

Preferences
HACSA gives first preference to applicants who are elderly or disabled, families, and applicants who are not already receiving housing assistance. 

Nondiscrimination Policy
HACSA does not discriminate on the basis of sex, race, religion, national origin, age, sexual orientation, color, familial status, mental or physical disability. 

Criminal background checks
The Housing Authority conducts criminal background checks on all applicants 12 years of age and older. If you fail to report arrests, charges, or convictions, you will be ineligible for housing assistance.

How long can I expect to wait before receiving assistance?
Waiting times are based on our best guess and are hard to accurately predict. As participants leave the program, assistance is offered to people currently on the waiting list. We assist applicants in order of their date and time of application.

Emergency housing
HACSA does not provide emergency housing assistance. If you need housing right away, try these community resources.

What happens if I move before I reach the top of the list?
We contact people by mail when they are at the top of the waiting list. Periodically, we may also contact people by mail to update information on our waiting list. 

It is very important that we have a current mailing address for you at all times. Your mailing address can be updated by calling our office at 682-4090

If we try to contact you and you haven't updated your address, your application will be CANCELLED and you will have to re-apply for the program.

We recommend that you keep all receipts and correspondence from the Housing Authority as a record of your contacts with us.

What if I'm currently homeless?
If you are homeless, we must have a mailing address for you. You can use the address of a friend or relative. We recommend that you use the address of someone who will be able to get in touch with you.
