| Family Self-sufficiency Program | The program established by HACSA to promote self-sufficiency of assisted families, including the provision of supportive services. |
| Housing Assistance Payment | The monthly assistance payment by HACSA. |
| Housing Quality Standards | The HUD minimum quality standards for housing assisted under the tenant-based programs. |
| Income | Income from all sources of each member of the household as determined in accordance with criteria established by HUD. |
| Landlord | Either the owner of the property or his/her representative or the managing agent or his/her representative, as shall be designated by the owner. |
| Low-Income Family | A family whose annual income does not exceed 50 percent of the median income for the area, as determined by HUD, with adjustments for smaller and larger families. |
| Participant | A family that has been admitted to a HACSA program and is currently assisted in the program. |
| Tenant | The person or persons (other than a live-in-aide) who executes the lease as lessee of the dwelling unit. |
| Unit | Residential space for the private use of a family. |

Voucher |
A document issued by HACSA to a family selected for admission to the voucher program. The document describes the program and the procedures for approval of a unit selected by the family. The document describes the program and the procedures for HACSA’S approval of a unit selected by the family. The voucher also states the obligations of the family under the program. |
| Waiting List | A list of families organized according to HUD regulations and HACSA’S policy who are waiting for subsidy to become available. |
