Public & Multi-Family Housing

HACSA offers clean, safe and affordable Public Housing units for low-income families, people with disabilities and the elderly. We own and manage one, two, three and four-bedroom units in Eugene, Springfield, Veneta and Florence. One-bedroom units are also available for elderly and disabled residents in Junction City, Creswell and Cottage Grove.

Additionally, we operate two Multi-Family Housing programs in Eugene, one at Fourteen Pines and another at Abbie Lane.

Residents in these programs pay 30% of their adjusted income for their rent and utilities. Utilities are affordable, as in most cases residents pay only for electricity or gas. HACSA also strives to make all of our units energy efficient.

Laundry facilities are provided at all apartment complexes, and washer-dryer hook-ups are available in all duplexes, townhouses and houses. Some complexes have playgrounds and others have community gardens. We provide excellent maintenance for all of our housing, and on-site managers reside at most complexes.

Move-in costs for Public Housing include a deposit ranging from $100 for a one-bedroom unit to $300 for a two-bedroom unit, and $450 for a three or four-bedroom unit. At Abbie Lane and Fourteen Pines, the deposit is $50 or the monthly rent, whichever is greater. Along with the deposit, new residents will pay only a pro-rated first month’s rent. The leases are month-to-month, and there are never any fees for applying for our programs.

Cats and dogs weighing less than 30 pounds are welcome in our housing with an approved Pet Application and a $150 deposit. Residents who claim a disability and have a companion animal may apply for a Reasonable Accommodation, and if qualified will not need to pay the $150 deposit.

New residents will need to meet Income Guidelines for the various programs, and pass civil and criminal history background checks. We will also check landlord references for the last three years to determine if an applicant will be a good renter. First-time renters, or people who have not rented within the last three years, can provide alternative references showing they will pay their rent on time, take good care of the unit, and get along well with their neighbors. We will provide applicants with guidance and the necessary paperwork throughout the application process.
