Who Qualifies?

Section 8 eligibility is based on income, criminal history, and citizenship status at the time you come to the top of the waiting list.

Everyone is encouraged to apply. HACSA does not discriminate on the basis of sex, race, religion, national origin, age, sexual orientation, color, family status, mental or physical disability.

How to Apply

The first step is to submit an application when the waiting list is open. Check this website periodically to learn the status of the Section 8 waiting list. A lottery system will randomly select a number of the applications received online to make up the waiting list. If your application is selected for the waiting list, you will be notified by letter and informed of your assigned position on the list.

  • How Long is the Wait? The waiting list moves when people leave the program and their vacated vouchers become available to issue to new applicants. 
  • Keep Your Application up to Date with Address Moves: It is critical that you notify us of any change in your address because we will contact you by letter when you reach the top of the waiting list; returned mail will prompt the cancellation of the application.
  • Definition of a Family: To be eligible for assistance, an applicant must qualify as a family. A family may be a single person or a group of persons. During initial intake or when a family is adding a new family member, they must be able to provide verification of the relationship by blood, marriage or operation of law to head of household or spouse.
  • Bedroom Size Allocation: Under the Section 8 Administrative Plan, bedrooms are allocated based on the number of people in the household without regard to relationship, gender and/or age. One bedroom will be issued for the Head of Household together with a spousal equivalent if applicable, plus one (1) additional bedroom for every two (2) additional family members. NOTE: Only one single bedroom is allocated for a Live-in Aide; bedrooms are never allocated for family members of the aide.

Reaching the Top of the Waiting List

The letter you receive once you reach the top of the waiting list will schedule you to attend a Section 8 orientation, the first of three meetings the adults in your household are required to attend to complete the initial intake process. This first large group meeting will review program eligibility requirements and initial paperwork is completed.
