Rent and utility costs vary from one complex to another. Some managers ask the applicant to pay 30 percent of his / her monthly income towards rent and utilities. Others ask the applicant to pay a flat rate which is determined by size of the apartment. When inquiring about vacancies, you may want to ask how rent is determined.
